Established in 2021, the CQPI brings together members from academic institutions, community groups, and the public sector to formulate and promote policy recommendations aimed at reducing homelessness in Quebec. The Q-HPPC's work is structured around working groups tasked with addressing the challenges faced by individuals experiencing homelessness. To date, the CQPI has developed 6 working groups focusing on the following themes: Gender and Intimate Partner Violence, Judicial and Correctional Processes, Youth, Immigration, Mental Health, and Eviction Prevention.

Pearl Eliadis, Professor at McGill University and Cochair of the Gender and Domestic Violence working group, is presently conducting research related to housing rights within Quebec. In this context, the Q-HPPC is looking for a student to contribute to an advanced draft of a comparative research study on the interaction of legal recourses with housing policies in selected OECD countries.
The student will be responsible for the review of preliminary research conducted over the past year, with a view to preparing policy research capsules examining the legislative approaches of selected Western European countries (Finland, France, Germany and the United Kingdom). The focus will be on homelessness and the right to adequate housing, using a comparative policy and legal approach that examines the correlations between legal recourses, access to justice and social determinants of housing. The material will be published by the Québec Homelessness Prevention Policy Collaborative.
Deliverables: an advanced draft of a comparative research study on the interaction of legal recourses with housing policies in selected OECD countries.
Supervision: In-person or online meetings are arranged on a bi-weekly basis plus additional meetings on request, based on the student's requirements. A project wrap meeting is held at the end of the project to review the student's work and provide feedback. In-person meetings will take place at the Max Bell School Public Policy or at the Faculty of Law at McGill University.
